3.本项目的特定资格要求：

合同包1(延安市生态环境自动监测及信息化建设体系运行维护项目)特定资格要求如下:

具有独立承担民事责任能力的法人、其他组织或自然人，法人或其他组织提供营业执照（事业单位法人证书），自然人提供身份证明。
1.提供经年检有效的营业执照（“三证合一”的营业执照）；2.银行开户许可证或开户行基本信息；3.法定代表人授权委托书及被授权人身份证（法定代表人直接参加时，只须出示法定代表人身份证，被授权人提供本企业缴纳的社会保障资金凭证）；4.提供2020、2021年度审计报告；5.税收缴纳证明：提供2022年内报名前连续六个月的纳税证明或完税证明（不限税种），依法免税的单位应提供相关证明材料；6.社会保障资金缴纳证明：提供2022年内报名前已缴存的连续六个月的社会保障资金缴存单据或社保机构开具的社会保险参保缴费情况证明，依法不需要缴纳社会保障资金的单位应提供相关证明材料；7.投标人需提供【中国执行信息公开网（http://zxgk.court.gov.cn/）】“失信被执行人”、【信用中国(www.creditchina.gov.cn)】“重大采购严重违法失信行为记录名单”，“重大税收违法失信主体”，“统计严重失信企业名单”、【中国政府采购网（www.ccgp.gov.cn）】“政府采购严重违法失信行为记录名单”对企业信用记录查询截图，栏目中有失信等负面信息的潜在投标人，将拒绝其报名参加本项目；8.参加政府采购活动前3年内经营活动中没有重大违法记录声明；9.本项目不接受联合体投标。

3.报名方式：投标人使用捆绑CA证书登录全国公共资源交易平台（陕西省·延安市）延安市公共资源交易中心，选择电子交易平台中的陕西政府采购交易系统进行登录，登录后选择“交易乙方”身份进入供应商界面进行报名。

4.下载文件：投标人登录延安市公共资源交易中心，选择“交易乙方”身份进入供应商界面下载采购文件。
