二、申请人的资格要求：

normal style="margin-left:0.0000pt;text-indent:28.0000pt;mso-char-indent-count:2.0000;" >2.落实政府采购政策需满足的资格要求：根据《政府采购促进中小企业发展管理办法》（财库【2020】46号）规定，本项目专门面向小微企业采购，投标单位应为小微企业、残疾人福利性单位、监狱企业（提供中小企业声明函或残疾人福利性单位声明函或监狱企业证明文件）,根据河北省财政厅（冀财采〔2021〕7号）《河北省财政厅关于规范政府采购保证金收取行为的通知》，本项目不再收取供应商投标保证金。

normal style="margin-left:0.0000pt;text-indent:28.0000pt;mso-char-indent-count:2.0000;" >3.本项目的特定资格要求：1、A、B包：生产厂家需具备所投产品的生产许可证或生产批准证、登记证；经销商需具备所投产品的经营许可证，并提供所投产品厂家的生产许可证或生产批准证、登记证；C、D包：且具有履行合同所必要的设备、专业技术和服务能力；2、供应商需提供财务状况良好、依法缴纳税收和社会保障资金、参加政府采购活动前3年内在经营活动中没有重大违法记录的承诺函；3、在“信用中国”网站(www.creditchina.gov.cn)被列入失信被执行人、税收违法黑名单、在中国政府采购网(www.ccgp.gov.cn)被列入政府采购严重违法失信行为记录名单的投标人，不得参与政府采购活动（以现场查询结果为准）；4、单位负责人为同一人或者存在直接控股、管理关系的不同投标人，不得参加同一项目的政府采购活动。5、投标单位可参加多个标段投标，但只能按标段顺序中得其中一个标段，在前一个标段已被推荐为第一中标候选人的，在以后的标段中只参与评审，但不再被推荐为第一中标候选人。

normal style="margin-left:0.0000pt;text-indent:28.0000pt;mso-char-indent-count:2.0000;" >备注：本公告发布媒体： 中国河北政府采购网、衡水市公共资源交易信息平台、招采进宝河北专区。1、投标人须在衡水市公共资源交易信息平台（http://hsggzy.hengshui.gov.cn/） 完成市场主体网上注册。外地投标人可就近选择河北省内任意城市公共资源交易平台进行注册资料验审。2、投标人须在“招采进宝河北专区（http://hb.zcjb.com.cn） ”完成注册。潜在投标人如对招标文件有疑问或异议的，可以在规定时间内通过“招采进宝河北专区”平台提出。3、编制投标文件需使用企业CA，未办理河CA 的投标人，需进行企业 CA 注册。CA 注册有一定周期，请及时办理以免影响本次投标。4、招标文件等资料发出后，即视为已送达所有潜在投标人，潜在投标人须从“招采进宝河北专区”自行下载，并及时查看有无澄清或修改。潜在投标人未下载相关资料或未获取到完整资料，导致投标被否决的，自行承担责任。
