二、申请人的资格要求：

normal style="margin-left:0.0000pt;text-indent:28.0000pt;mso-char-indent-count:2.0000;" >3.本项目的特定资格要求：（1）投标人须具备承担和实施本项目能力的独立法人，具有有效的营业执照；（2）投标人应具有测绘地理信息行政主管部门颁发的乙级及以上测绘资质，资质专业范围内应包含工程测量（市政工程测量、地下管线测量）、地理信息系统工程（地理信息数据采集、地理信息数据处理、地理信息系统及数据库建设）；（3）具有良好的商业信誉和健全的财务会计制度；（4）具有依法缴纳税收和社会保障金的良好记录；（5）参加本次政府采购活动近3年内，在经营活动中无重大违法记录的声明；（6）本项目不接受联合体投标，单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参加同一合同项下的政府采购活动；（7）采购人、采购代理机构通过“信用中国网”（www.creditchina.gov.cn）、“中国政府采购网”（www.ccgp.gov.cn）等渠道查询相关主体信用记录，若投标人存在不良记录（列入失信被执行人、重大税收违法案例当事人名单、政府采购严重违法失信行为记录名单），不允许参加本项目采购活动。
