一、招标条件Bid conditions
本 沙特Rabigh光伏电站EPC项目光伏区电气安装工程 专业分包（招标项目编号：GPEC-GC-0212023-011-2021-003 ），已由项目审批/核准/备案机关批准，项目资金来源为 业主付款 ，招标人为  中国能源建设集团广东火电工程有限公司  。本项目已具备招标条件，现进行公开招标。The Professional subcontracting of the electrical installation engineering of the photovoltaic area of the EPC project of the Rabigh photovoltaic power station in Saudi (bidding project number: GPEC-GC-0212023-011-2021-003) has been approved by the project and authority. The source of the project fund is the owner’s payment, and the contractor is China Energy Engineering Group Guangdong Power Engineering Co., Ltd. This project has already met the bidding conditions and is now public for bidding
二、工程范围和工作内容Project scope and work content
1. 光伏区全部电气设备安装工作（不包括光伏跟踪式支架部分），包括光伏组件安装、逆变器安装、低压/中压变电站安装、光伏环网通信系统安装、围栏照明系统安装、气象站安装、清洗系统安装、接地网工程施工、电缆工程施工等。施工场地、主要设备、接地材料、线缆主材等由招标方提供，其余全部由投标方提供（包括施工水电、辅材、施工期间投标方人员食宿、差旅、签证费用等)。All electrical equipment installation work in PV area (excluding PV trackers part), including PV module installation, inverter installation, low-voltage/medium-voltage substation installation, PV ring network communication system installation, fence lighting system installation, weather station installation, cleaning system installation, grounding network engineering construction, cable engineering construction, etc. The construction site, main equipment, grounding materials, cable main materials, etc. will be provided by the Bidder, and the rest will all be provided by the Bidder (including construction utilities, auxiliary materials, food and accommodation, travel and visa expenses of the Bidder's personnel during construction, etc.).
2. 光伏场接地工程，包括光伏场主接地网施工，含主接地网接地沟的开挖和回填、热镀锌扁钢及热镀锌角钢的敷设和焊接、光伏组件接地线连接、设备接地线连接等；PV field grounding works, including the construction of the main grounding network of the PV field, including the excavation and backfill of the main grounding network grounding trench, the laying and welding of hot-dip galvanized flat steel and hot-dip galvanized angle steel, the connection of PV module grounding wire, the connection of equipment grounding wire, etc.
3. 电缆线路工程 Cable line works
1)33kV集电线路电缆：包括集电线路电缆沟的开挖及回填、回填细砂的采购、预埋管道的安装、33kV电缆的敷设及连接（箱变之间、箱变至升压站配电房33kV进线柜），电缆终端头、电缆中间头的制作和安装，电缆接地保护柜的连接和安装，电缆接地连接等；33kV collector line cable: including excavation and backfill of the cable trench of the collector line, procurement of backfill fine sand, installation of pre-buried pipes, laying and connection of 33kV cable (between box transformers, box transformers to 33kV inlet cabinet of the distribution room of the booster station), production and installation of cable termination head and cable intermediate head, connection and installation of cable grounding protection cabinet, cable grounding connection, etc.
2)光伏电缆：包括直埋电缆沟的开挖及回填、回填细砂的采购、预埋管道的安装、光伏电缆的敷设及接线（组件之间/组串至逆变器）、MC4公母接头的制作和安装；Photovoltaic cables: including excavation and backfilling of direct burial cable trenches, procurement of backfilled fine sand, installation of pre-buried pipes, laying and wiring of photovoltaic cables (between modules/string to inverter), production and installation of MC4 male and female connectors.
3)3kV交流电缆：包括直埋电缆沟的开挖及回填、回填细砂的采购、预埋管道的安装、3kV交流电的缆敷设及接线（逆变器至箱变低压侧）、电缆终端头的制作和安装；3kV AC cable: including excavation and backfill of direct burial cable trench, procurement of backfill fine sand, installation of pre-buried pipes, laying and wiring of 3kV AC cable (inverter to the low-voltage side of the box transformer), production and installation of cable terminations.
4)光伏区光纤环网（与33kV集电线路共沟）：包括光缆的直埋敷设及熔接、光纤熔接盒安装、光纤跳线的连接；Fiber optic ring network in PV area (common trench with 33kV collector line): including direct burial laying and fusion splicing of fiber optic cable, installation of fiber optic fusion box, connection of fiber optic jumper.
5)监控电缆：包括气象站、数据采集器等监控电缆的敷设及接线；Monitoring cables: including the laying and wiring of monitoring cables for weather stations, data collectors, etc.
4. 光伏区主要设备安装Main equipment installation in the PV area
1)光伏组件安装：440W双面双玻光伏组件，共907312块（型号及数量以招标方实际供货为准）。支架安装移交地块后，进行光伏组件安装，包括组件接地线安装（如有）。PV module installation: 440W double-sided double-glass photovoltaic modules, a total of 907312 pieces (model and quantity subject to the actual supply of the bidding party). PV module installation, including module grounding wire installation (if any), after the transfer of the plot for bracket installation.
2)逆变器安装：组串式逆变器，共1875台。包括逆变器全部安装及接线、接地工作。Inverter installation: string inverters, 1875 units in total. Including all installation of inverters and wiring and grounding work.
3)箱变安装：33KV箱式变电站，共52台。包括箱变及数据采集器、通讯柜安装及接线、接地工作。LV/MV Transformer Station installation: 33KV LV/MV Transformer Station, 52 units in total. Including LV/MV Transformer Station and data collector, communication cabinet installation and wiring, grounding work.
4)清洗机器人安装：组件清洗机器人，550台（以实际数量为准）。包括清洗机器人本体、柔性连接桥架、固定连接桥架、组件连接件、停机位、通讯箱等全套安装工作。Cleaning robot installation: component cleaning robots, 550 units (subject to actual quantity). Including cleaning robot body, flexible connection bridges, fixed connection bridges, component connectors, stopping positions, communication boxes and other full set of installation work.
5)气象站安装：6套气象站的所有安装工作，包括支墩基础、安装杆、辐照仪、传感器、蓄电池、供电光伏组件、连接电缆以及灰尘污染监测系统等。根据项目部要求，在光伏区的指定位置布置安装。Weather station installation: all installation work of 6 sets of weather stations, including pier foundation, mounting pole, irradiator, sensor, battery, power supply PV module, connecting cable and dust pollution monitoring system. According to the requirements of the project department, the installation is arranged at the designated location in the PV area.
6)水箱：总容量暂定200m3，根据项目部要求，在指定位置布置安装。Water tank: the total capacity is tentatively set at 200m3, which will be arranged and installed at the designated location according to the requirements of the contractor.
7)光伏区消防：手提式磷酸铵盐干粉灭火器，104件。根据项目部要求，布置在箱变处。PV area firefighting: portable ammonium phosphate dry powder fire extinguisher, 104 pieces. According to the requirements of the project department, it is arranged at the LV/MV Transformer Station.
5. 围栏照明系统的采购及安装，包括灯杆、电源箱、灯具、预埋镀锌钢管、电源电缆等，须符合沙特当地对户外照明的要求； The procurement and installation of the fence lighting system, including light poles, power boxes, lamps, pre-buried galvanized steel pipes, power cables, etc., shall meet the local Saudi requirements for outdoor lighting.
6. 标识牌的采购及安装，包括光伏组串、逆变器、电缆、箱变、气象站等所有本标段设备的标识牌采购及安装，满足IEC 62548-2016和业主要求；The procurement and installation of signage, including the procurement and installation of signage for all equipment in this section, such as photovoltaic strings, inverters, cables, box transformers, weather stations, etc., meeting the requirements of IEC 62548-2016 and the owner.
7.光伏组件的现场到货验收，抽检等级S-3，包括外观检查、EL测试、最大功率测试（或开路电压测试）；On-site arrival acceptance of PV modules with sampling level S-3, including appearance inspection, EL test, maximum power test (or open circuit voltage test).
8. 配合调试单位，在工程范围内完成工程缺陷消缺、工程移交。Cooperate with the commissioning unit to complete the engineering defect elimination and engineering handover within the scope of the project.
9. 本标段范围内所有的材料（甲供材料的除外）和施工必须的辅助设施、临时设施、施工 措施、检验试验均由投标方负责提供或完成。All materials within the scope of this section (except for materials supplied by A) and the construction of necessary auxiliary facilities, temporary facilities, construction measures, inspection tests are provided or completed by the bidder.
10. 光伏区所属设备或材料（含甲供，其他分包商工程范围的除外），如组件、逆变器、箱变、清洗机器人等现场卸货、场内转运及领用后的保管。Equipment or materials belonging to the PV area (including A-supply, except for the scope of works of other subcontractors), such as modules, inverters, box transformers, cleaning robots, etc. on-site unloading, on-site transfer and storage after receipt.
11. 负责施工期间材料定置化堆放、施工成品保护，光伏区域文明施工。Responsible for the construction of materials during the fixed pile, construction of finished products protection, PV area civilized construction.
12. 招标人要求以零星用工形式开展的其他工作，投标人不得以任何理由拒绝。Bidders shall not refuse to perform other work in the form of sporadic employment for any reason.
13. 与其他标段施工的相互配合，交叉施工等，服从招标方的现场总体管理。Mutual cooperation with other sections of construction, cross-construction, etc., subject to the overall management of the site of the bidding party.
14. 遵守招标方有关各项内部管理制度，保证施工现场符合招标方安全文明施工和环境保护的有关规定，并承担因自身原因违反有关规定造成的损失和罚款；工程施工过程中和竣工后必须按招标方要求对现场进行清理，如投标方不清拆、不整理，招标方有权委托其他方清理，清理费由投标方负担，在投标方工程款内扣除。Comply with the Bidder's internal management system, ensure that the construction site conforms to the Bidder's regulations on safe and civilized construction and environmental protection, and bear the losses and fines caused by the violation of relevant regulations for their own reasons; the site must be cleaned up according to the Bidder's requirements during and after the completion of the construction, if the Bidder does not demolish and tidy up, the Bidder has the right to entrust other parties to clean up, and the clean-up fee will be borne by the Bidder and deducted from the Bidder's project payment.
15. 开工报告、施工方案、作业指导书、质量验收计划（表）等技术文件的编制、报审。Preparation and submission of technical documents such as start-up reports, construction plans, work instructions, quality acceptance plans (forms), etc.
16. 施工过程记录、验收资料、技术文件、图纸的收集、整理、编制，归档、移交等。Collection, arrangement and preparation of construction process records, acceptance data, technical documents and drawings, filing and transfer.
17. 按照里程碑节点要求，在合同生效后15天内提供Primavera P6 格式的四级进度计划，计划应能进行实时跟踪并显示项目整体进度曲线。Provide a Level 4 schedule in Primavera P6 format within 15 days of the contract effective date as required by the milestone nodes, the plan should allow for real-time tracking and show the overall project progress curve.
18. 工程质量验收按合同约定验收标准执行。因投标方原因造成工程质量达不到合同约定验收标准的，招标方有权要求投标方返工直至符合合同要求为止，由此造成的费用增加和（或）工期延误由投标方承担。The acceptance of the project quality shall be carried out in accordance with the acceptance standards agreed in the contract. If the quality of the work fails to meet the contract acceptance standards due to the bidder, the bidder has the right to request the bidder to rework the work until it meets the contract requirements, and the resulting increase in cost and/or delay in schedule shall be borne by the bidder.
19. 其余未明确要求，但属于光伏区电气安装标段范围内工作。The rest are not explicitly required, but are within the scope of work of the electrical installation bid in the PV area.

2.3 计划工期：314天。具体开工日期以开工令为准。planned construction period: 314 days. The specific commencement date shall be subject to the commencement order.

2.4标段划分：1个标段。Section division: 1 bid section.

2.5甲供范围:光伏组件、逆变器、33kV欧式升压变、光伏通讯柜、33kV交流电缆、直埋光缆、3kV交流电缆、电缆终端等主体设备由招标方提供，其余辅材有投标方提供。Party A's scope of supply: photovoltaic modules, inverters, 33kV European step-up transformers, photovoltaic communication cabinets, 33kV AC cables, direct buried optical cables, 3kV AC cables, cable terminals and other main equipment are provided by the Bidder, and the other auxiliary materials are provided by the bidder.

三、投标人资格要求Qualification requirements for bidders
1)资质要求：依法在沙特注册，具有履行合同所必需商务、技术及相关服务等能力；Qualification Requirements: registered in Saudi Arabia in accordance with the law, and have the necessary business, technology and related services to perform the contract;
2)投标方具备有效的营业执照；The bidder has a valid business license;
3)分包商委派的项目经理应具有5年以上从事工程管理的工作经历，且担任过类似专业的项目经理或项目负责人职务。The project manager appointed by the subcontractor shall have more than 3 years’ experience in project management, and have held the post of project manager or project leader in similar disciplines.
4)投标方近三年无重大安全伤亡事故，无重大火灾事故，无重大质量事故等；The bidder has no major safety casualty accident, major fire accident and major quality accident in recent three years;
5)投标方在近5年内不曾在任何合同中违约或被逐或因投标方的原因而使任何合同被解除。The bidder has not breached or been expelled from any contract or terminated any contract due to the reason of the bidder in recent 5 years.
6)投标方具有良好的银行资信和商业信誉，没有处于被责令停业，财产被接管、冻结，破产状态。The bidder has good bank credit and commercial reputation, and is not in the state of being ordered to suspend business, taking over, freezing and bankruptcy.
7)业绩要求：在中东地区或者沙特境内有过类似的光伏电站电气设备安装的工程业绩，优先选择近三年在沙特有光伏电站光伏组件安装业绩的企业。Performance requirements: In the Middle East or Saudi Arabia, there have been similar projects in the installation of electrical equipment for photovoltaic power plants. Priority is given to companies that have installed photovoltaic modules in Saudi power plants in the past three years.
8)本项目不允许联合体投标。Consortium bidding is not allowed for this project.
