normal align=left style='text-align:left;line-height:150%'>    本招标项目 寿阳明泰2×35万千瓦低热值煤热电新建项目原水预处理车间施工工程 已由 山西省发展和改革委员会 以晋发改能源发〔2015〕410号 批准批准建设，招标人为 冀建投寿阳热电有限责任公司，招标项目资金来自 自筹 ，出资比例为 100% 。该项目已具备招标条件，现对该项目进行公开招标。

normal style='text-indent:21.0pt;line-height:150%'>2.1项目概况：寿阳明泰2×35万千瓦低热值煤热电新建项目原水预处理车间施工工程

normal style='text-indent:21.0pt;line-height:150%'>2.2招标范围：

normal align=left style='text-align:left;text-indent:21.0pt;line-height:150%'>2.2.1土建工程：原水预处理车间平面轴线尺寸18m×48m，跨度18m，柱距6.0m，净高9.00m，房间总高12.9m；再生水调节水池及生活蓄水池分别为1000m3和300m3。车间主要承重结构体系为单层钢筋混凝土排架，维护结构采用蒸压加气混凝土砌块和烧结多孔砖。屋盖系统采用18m，跨梯形钢屋架6×1.5m预应力混凝土屋面板。

normal align=left style='text-align:left;text-indent:21.0pt;line-height:150%'>2.2.2设备安装调试：原水预处理系统处理能力为2×200m3/h，生活净水处理系统处理能力为2×5m3/h，负责原水预处理系统安装和调试。除原水预处理系统设备及起吊设备，其他均由投标方提供，包括但不限于建筑附属设备：暖通、照明、配电箱、电缆、电缆桥架、包塑软管、管道等，接管至建(构)筑物外1米处，水池进水管道、溢流水管道接口为进水阀门井、溢流井外1米处。

normal style='text-indent:21.0pt;line-height:150%'>2.3 计划工期：120日历天，开工日期以业主批复的开工报告日期为准。

normal style='text-indent:21.0pt;line-height:150%'>2.4 质量：

normal style='text-indent:21.0pt;line-height:150%'>安全环保标准：安全目标实现 “五个零”（不发生重伤及以上事故、直接经济损大于20万元的设备机械事故、火灾事故、场内交通、垮塌事故）；不发生恶性未遂事故，力争轻伤事故为零；不发生环境污染事故，不发生群体中毒事件，不产生职业病患者；不发生大面积传染病；做好水土保持工作；安健环设施实现“三同时”，气、水、声、渣达标排放。

normal align=left style='text-align:left;line-height:150%'>三、投标人资格要求

normal style='text-indent:21.0pt;line-height:150%'>3.1 投标人须是中华人民共和国境内的独立企业法人或其他组织；

normal style='text-indent:21.0pt;line-height:150%'>3.2 投标人须具备电力工程施工总承包壹级及以上资质，并具有有效的安全生产许可证；

normal style='text-indent:21.0pt;line-height:150%'>3.3 业绩：2017年1月1日至今(以合同签订时间为准）具有至少以下业绩之一：

（1）1项火力发电厂原水预处理（或者化学水处理）工程施工业绩或总承包工程业绩；

（2）1项火力发电厂建设工程业绩，工程内容包含原水预处理（或者化学水处理）。

normal style='text-indent:21.0pt;line-height:150%'>注：本项目只接受投标人的资质和业绩，母子公司等资质业绩均不得互相借用。

normal style='text-indent:21.0pt;line-height:150%'>（业绩证明材料：提供相关合同、竣工验收证明文件（或业主开具的投运证明），并能够体现招标文件要求的各项信息；如合同不能完整体现全部证明信息，还需提供合同配套的技术协议等资料。证明材料必须在投标文件中附相应的清晰影印件或扫描件。）

normal style='text-indent:21.0pt;line-height:150%'>3.4 拟派项目经理：具备注册建造师执业资格，且具备有效的建安B本（注册单位应为投标人，开标当天以“全国建筑市场监管公共服务平台”网站查询结果为准）；

normal style='text-indent:21.0pt;line-height:150%'>3.5 专职安全员要求：具备有效的建安C本；

normal style='text-indent:21.0pt;line-height:150%'>3.6 单位负责人为同一人或者存在控股、管理关系的不同单位，不得参加同一标段的投标；

normal style='text-indent:21.0pt;line-height:150%'>3.7 信誉要求：

normal style='text-indent:21.0pt;line-height:150%'>（1）投标人没有在河北建设投资集团有限责任公司及招标人的供应商评价中被列入黑名单或处于观察期内；

normal style='text-indent:21.0pt;line-height:150%'>（2）投标人不得在“信用中国”网站（http://www.creditchina.gov.cn/)中被列入失信被执行人名单（以开标当天查询情况为准）；

normal style='text-indent:21.0pt;line-height:150%'>（3）投标人未被工商行政管理机关在“国家企业信用信息公示系统”中列入严重违法失信企业名单（以开标当天查询情况为准）。
