normal align=left style='text-align:left;text-indent:21.0pt;line-height:150%'>2.1项目背景：山西省智慧旅游云平台（二期）是依据全省文旅资源特色进行的数字经济创新与落地实践模式的探索，致力于政府文旅行业管理和产业发展，服务于文旅企业在线经营活动，属于山西省政务云的行业子平台。通过便捷、高效、统一的智慧旅游云服务模式，集聚文旅资源、整合供应链服务等，使行业监管、产业监测、综合执法、智慧旅游公共服务、行业治理及宣传推广等服务数字化、便捷化、科学化，实现“政府科学决策，游客畅游山西，企业互惠互利”

   2.2项目概况： 山西省智慧导游应用系统主要服务于游客、导游群体和管理部门，建设内容包括游客端、导游端、管理端以及数据对接等工作。实现景区概览、导游选择、服务交易、导游管理、在线沟通、路线推荐、导游预约、导游评价及订单投诉等业务，并与智慧旅游云平台进行数据对接，支撑一部

normal align=left style='text-align:left;line-height:150%'>    001不分标段 ：

normal align=left style='text-align:left;line-height:150%'>3.1本次招标要求投标人须具有独立法人资格，在中华人民共和国境内注册并符合本项目需求的单位；具有有效得营业执照，并具有与本招标项目相应的服务能力。投标人拟派

normal align=left style='text-align:left;line-height:150%'>3.3具有良好的商业信誉和健全的财务会计制度；有依法缴纳税收和社会保障资金的良好记录；单位负责人为同一人或者存在控股、管理关系的不同单位，不得同时对本项目提出投标申请，否则投标无效；

normal align=left style='text-align:left;line-height:150%'>3.4一个制造商对同一品牌同一型号的设备，仅能委托一个代理商参加投标。
